sudo apt-get install gnome-art
You will then find the application under System > Preferences > Art Manager.
How to use it:
After you have selected a type of theme / item, let's say: "Login Manager", the themes will load, then you select one theme and it will be downloaded and the window from where you can select the new theme will pop-up and you will then be able to use that theme.
